It’s time to stop, regroup, and take a more deliberative approach especially given the passage of the recent ACOE resolution asking for equity to be paramount and for the community to be engaged in the process. The first deficits are not projected until AY 2023-2024, so I see no need to cut now without a plan, without realistic district-averaged costing of pupil loss or increased welcoming school staffing and therefore no certainty of net cost savings, on a proposal that appears at first glance to be racially discriminatory on its face.
We must conduct at least baseline equity analyses as required by OUSD Board Policy and called out in the ACOE Resolution, district wide (ie non case study), cohort 1 and 2 based assumptions of student attrition, showing actual rooms available, business case studies with +/- 20% CapEx expenses for final use scenarios of vacated sites and OpEx estimates for final use scenarios (including charter revenue loss) before moving forward on these proposals, and this gives us time to do that. I also urge you to consider the impact on Alt-Ed students of leaving Oakland for school, and transit costs OUSD may need to pay.
