T.-3 20-1090 A discussion by the Board of Education, with documents, of a recommendation from its Facilities Committee, that the Board authorize the placing on the November 3, 2020 General Election Ballot a $735 Million Dollar General Obligation Bond to continue meeting the more than $3 billion physical infrastructure and facilities needs for District's K-12 Pupils and, if so, instruct the Superintendent of Schools and/or the General Counsel to prepare formal documents for the Calling of Said Election at a Special Meeting to be held Monday, June 29, 2020.
The board voted to expand CCPA last year. We have done substantial work to support this vision and increase quality options for 6-12 education in our neighborhood. Without facilities, we cannot fit the expanded size of the school. CCPA WILL outgrow our space in 2022. Having a plan for appropriate facilities is of the highest importance in continuing to expand our school. Without a plan for our school, we cannot continue to expand. Please support the bond and CCPA's project. Thank you.
Dear members of the board, as a parent of two children at Melrose Leadership Academy, I strongly support a proposal that would allow the school to exist one single site and utilize its existing campus. I am writing in strong support under the assumption that keeping MLA on the Maxwell campus could also help other schools with their objectives and that funding for MLA wouldn't jeopardize plans of other schools to renovate. By allowing MLA to exist on one campus, it will alleviate pressures on families to transport their kids to multiple schools (which puts more pressure on families with limited transportation options). Being on a single campus will enable the benefits of cross grade collaboration, deeper parent engagement, and reduced demands on our teachers and administrators- who already have an incredibly demanding job. Please support the allocation of renovation/expansion monies for Melrose Leadership Academy on the Maxwell campus site. With improved and expanded facilities, the incredible MLA teachers and program would be able to reach and uplift more Oakland students. We are tremendously grateful for MLA!
I support the OUSD bond making it to the November ballot. We trust that said bond will fund the new building CCPA urgently needs in order to be able to continue to expand. We are a 6-12 grade school with the highest graduation rates and very high 4-year university admissions. As we continue to expand we are able to serve more kids in our community, East Oakland, a historically under served community. It is critical for CCPA to continue to expand.

Our Facilities Condition Index is a level 4, which ranks us with the schools in Oakland that are in most need of improvement. For example, we need a new boiler. Our classrooms reach over 110 degrees; it is too hot to learn. We don't have any athletic facilities such as a field or a gym. Our students don't have access to water or shade when playing on the yard. Our middle schoolers don't have science labs or lockers. The District has said we need major renovations just to make our campus safe to learn.
I am an educator at CCPA and I support this bond measure in order to provide CCPA the facilities support it needs to expand it's capacity, as already approved by the board last year

I am agreement with and support the general obligation bond being placed on the November ballot. I am also in favor of the proposed allocation/renovation for Melrose Leadership Academy on the Maxwell campus site. This renovation is in keeping with the decisions of the Blueprint committee, the District's prioritization of dual immersion/bilingual programming and will support a thriving school community that currently has a waiting list and as the facilities study shows is at capacity for the existing space the program occupied
Board has a history of spending Measures B and J proceeds on projects not on the voter approved project lists. Until someone freezes Bond funds by going to court, the Oakland School Board will not change its pattern of using Bond funds for projects not approved by Oakland voters.
Agenda item T-3, 20-1090 under General Consent portion of the Agenda calls for November $735 million Bond that property owners will have to be taxed to pay back at $60 per assessed value. While I consider it a progressive tax and important community need to provide school facilities, historic misappropriation of Bond proceeds is so troublesome,
On the agenda is contract for MKThink to "provide continued support to OUSD's Facilities Master Plan" paid by Measure J at a cost of $194,488. Measure J was passed by Oakland voters in 2012 with any mention that school construction funds would pay for implementing 2019 Facilities Master Plan.
I support placing Melrose Leadership Academy (MLA) on the list of schools that will receive much-needed infrastructure improvement. Our school's electrical system cannot support fans and laptops plugged in at the same time. Our classrooms reach a temperature of 95 degrees, making it difficult for our students to learn and teachers to teach.
Please put Melrose Leadership Academy on the list of schools to receive improvements. Our school is overwhelmed, the building needs major repairs and we are serving over 600 kids.
