T.-3 20-1090 A discussion by the Board of Education, with documents, of a recommendation from its Facilities Committee, that the Board authorize the placing on the November 3, 2020 General Election Ballot a $735 Million Dollar General Obligation Bond to continue meeting the more than $3 billion physical infrastructure and facilities needs for District's K-12 Pupils and, if so, instruct the Superintendent of Schools and/or the General Counsel to prepare formal documents for the Calling of Said Election at a Special Meeting to be held Monday, June 29, 2020.

    As a parent of a Melrose Leadership Academy student, I support this bond. MLA is greatly in need of the $49.5 million renovation to our campus for the following reasons: The health and safety of our students is impacted by overheating in classrooms and a lack of shade and access to water in our asphalt yard. Our capacity as a diverse, high demand school is limited by the lack of space on the Maxwell campus, and many of the benefits of having TK-8 on one campus have been negatively impacted by moving MLA to two campuses. Our experienced and esteemed teachers should be spending their expertise teaching rather than dealing with inadequate and unhealthy facilities.

    I am a parent at Melrose Leadership Academy. Against the wishes of many members of the community, the district forcibly split us into two campuses. My kids will be at two different campuses nearly their entire time at MLA together. This is a poor use of resources for the district and for families. Further, the high heat experienced in classrooms (110 degrees) and on the playground is shockingly unsafe and impossible to learn. To make matters worse, the extreme heat will make it even harder for children to wear masks. The district has already voted to expand the school. If it's going to move in this direction then it can't withhold the funds necessary to do this, and to keep the students safe.

    I am a Paraeducator at CCPA, and CCPA is in dire need of a new facility. Here at CCPA our community is growing and our students are forced to use an extremely old building and portables to receive their education. I once watched one teacher lead a class of 45 students into a cramped classroom are students really expected to succeed in such large classrooms, are Teacher expected to be able to support multiple classrooms of 45 students? CCPA is in need of renovation, there is a huge rodent problem, bad plumbing bathrooms and classrooms often have a horrible smell due to this, some building do not have AC, or heat at all while others do not work including moderate/severe special education classrooms where multiple of our students are prone to seizures.

    I am the parent of a 3rd and 5th grader at Melrose Leadership Academy and we are in desperate need of facilities upgrades and expansion. We've been splitting across and sharing campuses, but have a perfectly good campus site with a large land area at Maxwell. Some investment now will make it a thriving center for the community and OUSD for a long time to come. MLA is a wonderful school with an amazing community, and deserves to be housed in a safe and functional location. Please ensure our school remains in the proposal.

    Yo soy mamá de 3 estudiantes de CCPA y yo apoyo para que le den ese bono para expander la escuela ya que entre más espacio los estudiantes estarán más cómodos y podrán darle más oportunidades a nuevos estudiantes. Esto sería excelente porque es muy buena escuela con muy buenos maestros. Todo lo que hagan en bien para la escuela será mejor para la Comunidad. Gracias por su tiempo!

    As a parent of 3 MLA students I am asking the city to invest in necessary repairs and improvements at this school. MLA brings together a diverse community from all backgrounds and our teachers and students need an environment where they can focus on teaching and learning. When increased enrollment led to a split campus last year we lost opportunities for older kids to develop leadership skills by mentoring younger kids and for younger kids to learn language and other skills from older peers. We need the additional classrooms on the main campus to continue to grow that strong sense of community. Investing in MLA is a downpayment on a model of the sort of effective, inclusive, and engaging approach to public school all of our communities should seek to emulate.

    I am a parent of 2 children rising to 4th grade this year. They have been attending MLA since Kindergarten. It’s no secret how beloved our school is within our parent and faculty community as well as it’s reputation community-wide. We are a sought-after dual immersion program and we really need an integrated campus where we can continue to be one integrated community. One of things my children benefitted from in the last two years was the mentoring of middle schoolers in the 2nd and 3rd grade classrooms. No doubt, this was equally rewarding for the older kids. With the lower grades moving to the Sherman site we lose this opportunity to use our own resources to lift up the youngest members of our community and the chance for older kids to develop leadership skills. I fully support these Bond funds coming to MLA where they will be put to incredible use to support our incredible teachers, create a united facility, and a safe and inclusive site for our students.

    As the parent of an MLA 3rd grader, I support this bond for facility improvements at the school. Because of its popular dual language immersion program, the school has outgrown the site and we need an investment in order to keep the whole school on one site instead of splitting it into two, which makes things very difficult for parents with two or more children in different grades. We also need upgrades on the campus. This investment will pay off for OUSD as schools like MLA keep Oakland kids in OUSD. I know of several parents who have left OUSD public schools for charter schools or private schools because they couldn't get into MLA. Invest in our school!

    As a parent of an incoming 4th and K students, please grant MLA the $49.5 million for renovation and the addition of a new structure on the Maxwell site to bring our entire community back onto one campus. MLA is a high-demand dual immersion school and keeps families in OUSD. Our site has capacity for 400 students and 625+ students on two campuses. Maintaining two facilities creates stress to the school administration, budget, teachers and families. Funds and energy are diverted from capacity building to trouble-shooting. We need to focus on learning and programs, instead of distractions of issues with buildings and infrastructure. HEALTH AND SAFETY IMPROVEMENTS NEEDED: With a “Facilities Conditions Index" rating of level 4, we need major renovations to make our campus safe to learn. Our classrooms and yard are too hot to learn and play. Our yard is nearly all hot asphalt with little water or shade. Greater use of outdoor spaces could improve health and safety during the pandemic.

    As a MLA parent I fully support this bond for facilities updates at Melrose - our children, teachers and staff are in old buildings that desperately need modern upgrades for safety and wellbeing - the classrooms get unbearably hot and cold. Please support this school with bond money and help provide quality social justice education for our youth!!!

    I am a teacher and a parent at MLA and I have worked hard my whole career to be able to give back to the community I love so dearly. MLA’s students deserve proper facilities to keep them learning and thriving in an environment that provides some of the most inspiring educators I’ve ever worked with. OUSD has a responsibility to support MLA’s sustainability. And, investment in MLA right now is an investment in the future and in improving the quality of all our schools.
