25-1381 Adoption by Board of Education of Resolution No. 2425-0243 - Repealing - Resolution No. 2425-0084 - Directing Alternative Budget Adjustments For SY 24-25, 25-26 & 26-27 (Legislative File Id 25-0492, Enactment No. 25-0600, March 26, 2025).
This was the right decision. I would add that for parents of most disabled children in the district, after school care, athletics, music and arts instruction are at baseline not nearly as available and accessible as they are to others. What will this board do to change that? Disabled students and their families need more support and more resource, not less, and yet when we do things like re-allocate resources that are intended to be used for arts programming towards other (not unimportant, yet unrelated) needs we are short changing our most vulnerable students. We are causing harm. We must no longer rob Peter to pay Paul. Deficit or not. That's not right. Let's do the right thing. Let's aspire towards leading the way amongst Bay Areas school districts. More access, more inclusivity and a quality education and enrichment for *all*.
Restore after school programs and fully staff school sites with music and arts services, from what I'm learning, there's an excess of music and arts funding being used for other services while the students are denied the right to have these services thru ongoing funding. If the board doesn't make the students a priority, especially the disabled students, you're depriving them a chance to better themselves, while being the cause of further harm being done. The district should be providing services, not taking them away

As the CSM and OUSD parent of 2 children at Peralta I see benefit of our aftercare program. The impact is beyond what my words can say. Our aftercare team is so impactful. The afterschool director is a member of our COST team. She brings such depth and understand that could not be replaced. Cuts to aftercare and school based contracts is not in support of students. Please repeal! Protect our kids, support our schools and students!
Cuts made to music goes against everything. The district says it wants to improve upon, you want test scores to go up, but you take away the thing that builds the brain pathways for math, English abstract thought and problem-solving. It’s like shooting yourself in the foot. If you want test scores to go up research shows that if kids get music four days a week instead of one, their grade level capacity on academic test scores improve to three grade levels above standard current trends. The research is done, ignoring it doesn’t make it untrue. It’s like being in denial. Like “there is no global warming.”
Additionally, I think the block grants are protected funds. Isn’t it illegal to cut specialized funds that are earmarked & allocate it to whatever else you want? Once money is raised with a specific purpose and allocated, I don’t believe you can un-allocate it legally. making up your own rules of the game after the rules were established & the game already started. Who does that?
I strongly support restoring after school funding. These programs are already routinely oversubscribed, reflecting not only their value to the community but also how few alternative options are available. No alternatives could feasibly spin up fast enough to accommodate displaced students over the summer, even if funding could be found.
Like many households where both parents work, after school care is what allows us to remain employed, while providing my K and 2nd grader a wonderful community.
If the goal is the balance the budget while minimizing impacts to students, this action clearly does not fit the bill. Fortunately, there is time to correct this mistake before the upcoming school year. Please vote to restore after school funding.
The board must rescind the resolution cutting afterschool program funding. I know so many parents who simply could not go their jobs without it. If we can’t do our jobs we begin to wonder whether we can stay in Oakland. Aftercare programming is an essential part of the school experience. I understand the district has funding challenges, but this is not the solution.
Aftercare programming is a lifeline to working families and if taken away, will be harmful to Oakland families and children who will have impossible choices before them. Please do the right thing and ensure this funding is restored and not returned to the state.
The only option is to repeal. After school care is essential for safety of our community as well as solvency of budget (people will move/seek other options otherwise).
I have no confidence in the directors who claim ignorance about the budget, throw OUSD staff under the bus, and then Oaklandside articles prove that they were well aware of the implications of their cuts. As such, amendments cannot be trusted. Repealing Resolution No. 2425-0084 is the ONLY option.
Please vote to rescind the resolution which arbitrarily capped spending on service contracts and cut funding to the after school programs. Any spending caps should be thoroughly evaluated before they are adopted and the board should fully understand the impacts caps / cuts would have on the schools and what they provide to the students and families on a daily basis, regardless if they are outside contracts or not. Cutting funding from after school programs will hurt students, hurt working families, and ultimately hurt Oakland schools. Please vote to rescind and send a message to Oakland families that the school board reps understand the impacts of their actions. If you don't understand the impact, it shouldn't be passed until you do.

If OUSD's number 1 concern is enrollment, cutting funding for after-care is the LAST thing you should do. You will ACCELERATE the decline of TK and elementary enrollment without robust aftercare availability and subsidies.
Parents, supporting staff, and the community should have 12 months (at minimum 6) notice before any change to critical programs like this.
under prop 28 funding, music services is an ongoing resource, i support the save our future resolution and i'm writing to ask the board to get staff in that will help all children. make oakland a music education district, where all students will benefit by engaging in daily ongoing music education. as a musician who have worked with students and adults with disabilities, i can say that music is a developmental and ongoing resource that keeps everyone in joyful and happy spaces. it's also gives developmental strengthening to those who have disabilities,
helping them to grow in other areas of development, while helping to develop and strengthen their brains. Please don't take anymore music away, it's also urgent, that students are protected at school, so please also reinforce the discipline policy, words are very hurtful, and harmful, and many violent situations would be avoided if it didn't start with verbal attacks. the district is responsible to keeping all children safe
OF COURSE after-school programs are a service critical to students and families, and therefore I urge the board to approve President Brouhard's proposed amendments to implement the intent of the original Alternative Budget Adjustments. It is difficult to understand how a directive to prioritize student-facing services could be interpreted to abolish after-school programs, or how precluding adult travel to conferences could be interpreted to prohibit field trips for students. These interpretations are, to put it charitably, a mystery.
Further, I urge board members to cease casting aspersions on their colleagues.
i'm still waiting to hear back about remedying the violation of not following proper steps in taking 1 million away from music. i hope the district will also respond about my resolution. Their has to be a priority with the budget & programs for students in special education but again, for all students, Music and Arts education would be a way to keep them engaged, in joy and in safe spaces, while providing ongoing multi therapeutic value to their everyday lives, and for students like my son, with consistency, would provide a pathway to gain other skills. He needs help, & right now, i'm his only music teacher, with daily practice, it's really helping him stay focused everyday, while providing confidence w/the motivation to keep doing better. Please prioritize funding & instead of taking services away, get qualified staff in, that will help the children. the money is there. our children need daily reinforcement of love and respect and the district is obligated to keep them safe.
Please preserve funding for After School Programs, they are essential to keeping kids safe, supporting academic and social growth and helping working families manage childcare needs.
I support the move toward reducing reliance on contracting in OUSD, especially with unrestricted dollars. Contracting expenses have ballooned since the start of the pandemic in 2020 and, based on the recent 2024-25 2d Interim, do not show signs of decreasing. It is clear from the discussions that have taken place over the past weeks that new ways of reorganizing the OUSD Budget must be prospective: this is a start. Contracted services have their place and can be a beneficial bridge. I recommend that if the intention is for staff must come back to the board when proposing an overage, that be stated in the amendment. As the CAC appointed representative to the Outsourcing Task Force, I would like to note the size of the task assigned to us and the need for district assistance, especially in accessing relevant documents. At the same time, having met briefly many of those who will serve on the Task Force, I have faith that this is a group with expertise and energy for the work at hand.
