MEETING PROCEDURES Board procedures do not permit: (1) persons in the audience to vocally express support or opposition to statements by Board Members or by other persons testifying; (2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; (3) bringing in or displaying signs in the meeting room; (4) eating in meeting room and (5) standing in the meeting room. PRESENTATIONS: Contact Board Office at (510) 879-8199 to coordinate the use of the laptop computer for presentations. AGENDA PACKET: Meeting agendas are available online at https://ousd.legistar.com/. LANGUAGE INTERPRETERS: Requests must be received at least 48 hours in advance of the meeting to help ensure availability. Contact Edgar Rakestraw, Jr. at (510)-879-8199. CHILDCARE will be available during the Board meetings. SPEAKING AT BOARD MEETINGS At regular Board of Education meetings, the public may address the Board on both agenda items and on items not listed on the agenda. Speakers may be called in the order that cards are received, or grouped by agenda item. Individuals may be allowed up to 3 minutes to speak. The Board President may increase or decrease the time allowed depending on the number of persons wishing to speak and the number of agenda items. At special meetings, the public may address the Board only on items on the agenda. Speaker Request Cards may be submitted electronically by filing an electronic eComment prior to the Board meeting or when indicated on the Agenda. No additional cards may be submitted after the Board President has called the Agenda item. Each member of the public will be allotted the same maximum number of minutes to speak as set by the President at the beginning of each item or public comment, excluding District representatives. Public speakers using translation assistance will be allowed to testify for twice the amount of public testimony time limit. If simultaneous translation services are used, speakers will have the public testimony time limit applied to speakers not requesting translation assistance. By law, the Board is allowed to take action only on items on the agenda. For other matters, the Board will receive comments only, and may, at its discretion, refer the matter to District staff or calendar the issue for future discussion. IMPORTANT INFORMATION: Persons unable to attend the meeting may submit to the Board written comments regarding agenda items. These comments will be made a part of the official public record and shall be brought to the attention of the Board. Written communications should be submitted to the Board Office, 1000 Broadway, Suite 680, Oakland, CA 94607, email: edgar.rakestraw@ousd.k12.ca.us. If you have materials for the Board, give the materials to the Board Office staff before you begin speaking. The Board Office Staff will distribute the materials to the Board.
