Neighboring Los Angeles Unified has already implemented a comprehensive screen policy district-wide, going beyond guidelines to enforceable limits on devices during school hours. Students absolutely need to learn to use technology, including AI tools — but with grade-based, research-supported, developmentally appropriate guidelines, not unlimited access. I support the timeline requiring guidelines to come back to the Board for adoption by the end of the 2026–2027 school year, mandatory professional learning for site administrators, and a planned reduction of 1:1 device use beginning in 2027–2028. This is a measured, responsible roadmap. I urge the board to support this resolution. Before K-12 learning is impacted further by general AI consumption, we must hold for profit tech companies accountable for learning guardrails that doesn’t push responsible terms of use on children and parents like they did with social media. Cognitive research studies are not complete yet and we truly don’t know the risks on human brains on the right level of exposure.

Reducing screen dependence is ultimately about strengthening teaching and creating more meaningful learning experiences for students. And if we want that transition to be successful, we have to give teachers the time and resources to do it well.
