22-0575 Approval by the Board of Education of Resolution No. 2122-0195 - Finding That Yu Ming Charter School Cannot Be Accommodated At A Single Site and Written Statement Of Reasoning; Adopting Issuance of Proposition 39 Facilities Offers and Directing Staff to Issue Written Final Offers in Compliance with Proposition 39. Or alternatively, Resolution No. 2122-0195A or Resolution No. 2122-0195B.
My AFAM kinder daughter benefits so much from Yu Ming. The school is doing great work. I agree that a co-location across two campuses is not good. Please give us a counter offer.
I would like to see an independent audit done of the cost to the district of these charters having to establish a charter office to manage so many charters, STRS contributions into salaries at charters, overhead cost for supporting charters in various spaces and the loss of ADA . Having had to service as a OUSD RS a charter for several years, I saw more abuse of power, money and greed that I’d want to see an entire lifetime!
As a teacher at Franklin Elementary School I cannot even begin to imagine how a charter school could hope to utilize our facilities especially at the expense of the diverse students already here. This school services students with low incomes, students in foster care, students with special needs, cultural and language differences. Aren't' there campuses of already closed schools that could be thus repurposed? If the students at the charter school's don't physically have room, maybe they should stop accepting students and those students can enroll in one of OUSD's wonderful public schools instead.
Yu Ming received approval in 2020 to give low income students priority for 30% of seats (from 20%), and more than 30% of our 21-22 Kindergarten class qualifies for FRL. Through this process staff and parents dedicated many hours to educating each other; the community sees this as one opportunity to do right for the broader community. By supporting the learning of students who have less support at home, most students from all backgrounds (students with disabilities, Black, LatinX, mixed race, and FRL qualifying students are performing at grade level in Math & English AND learning Chinese.)
Commenters rightly pointed out that many of OUSDs schools have wait lists. Many families of those families are not willing to send their students to non-majority white schools, denying OUSD of critical funds. I support smart integration policies and community education. Please support Yu Ming’s facility request (preferably at a non-shared site). Let’s work together to make OUSD stronger.
I think the OUSD board members should talk with the influential people to help Yu Ming get a private campus. I heard they found one but the Alameda County school board members voted no. That's cold. I also heard there were only 80 no comments and there were over 500 yes comments. The math makes no sense.
I support a co-location offer with hope for building bridges between communities. Weren't charter school started for this very reason? To share new ideas and help lift each other up? I want the board to vote on the best match possible to support this.
There is no space for Yu Ming at Franklin Elementary or at any other OUSD school. Whenever we prioritize charter schools over our public schools, we rob our children of space and resources. Franklin has many children with special needs. It is one of the most diverse schools in Oakland, with two special education classes as well as several inclusion classes. There are a plethora of newcomers, English learners, students who are behind grade level, unhoused families, and children who have endured trauma. Crowding Franklin students with a charter school is yet more trauma. Please stop.
While I know that under Prop. 39, OUSD must offer space to Yu Ming, I still oppose Yu Ming co-locating at Brookfield, Markham, EOP, Garfield, Franklin, or any other OUSD campus. Let them find more private space if they want to expand, hopefully outside Oakland. And let's stop overenrolling at so-called desirable OUSD campuses: reform the enrollment policies and boundaries so that those extra students go to OUSD schools with space!
I am opposed to all charter co-locations. It is harmful to both communities, socially, emotionally, and physically. Taking away special education classroom causes a great deal of damage to students. I am surprised that the district has not been sued by IDEA yet.
THIS MAKES NO SENSE! We have a number of OUSD traditional schools that have substantial waitlists every year and the district is not seeking out a way to accommodate their growth beyond their current facilities. Why, then, should charter schools be allowed to takeover supposedly underutilized spaces in our traditional schools? Perhaps these charter schools should be forced to maintain a wait list like the rest of OUSD schools if the district cannot find a site that can accommodate their growth? Prop 39 states you have to provide facilities comparable to a public school. Well, popular public schools have wait lists when they reach capacity. Charter schools can do the same. Stop sowing chaos in our school communities with co-locations.
I believe it is not fair for the students who go to these school. High school students and middle school students should not be in the same school building. How would that look ? I don't think this is fair for principals and other staff.
No charters should be co-locating on OUSD campuses. The board needs to be prioritize and support neighborhood public schools instead of closing them and providing opportunities for charter schools to take them over.
We do not need anymore charters occupying district school spaces. It's bad enough charter schools even exist in Oakland but to take up spaces after the district have already closed schools is ridiculous. Why don't you use that space to improve the current district schools instead of giving it away to charter schools. We've lost faith in OUSD a long time ago but now you're showing why we can't trust you. Invest in OUSD schools like Brookfield, that's been the heart of the community for many. Yu Ming can purchase land and build schools outside of Oakland, they DO NOT need any OUSD properties.
Franklin Elementary's families and students deserve to be invested in, not taken from. By considering co-location with Yu Ming and Franklin, OUSD no longer focuses on the special needs of our students, including the multiple languages spoken, our newcomers, English learners, students who are behind grade levels, our unhoused families, foster youth, and all the special programming needs here at Franklin. We lose enrollment due to school closures, and charters take our enrollment when they occupy former OUSD sites. I say NO to any co-location of incoming charter schools in OUSD, and NO to Yu Ming co-locating with Franklin. I say YES to investing in our OUSD families.
stop trying to put schools at Brookfield that don't serve the Brookfield community. Nobody there speaks French and nobody speaks Chinese. Please invest in our own community's school at Brookfield and stop sabatoging all the work we've done over the years. Let Yu Ming find a campus that best suits their needs and stop trying to box them into a community that doesn't want or need them.
I don’t support the co-location of Markham elementary (where I work) or any other OUSD school with an incoming charter school.
If Yu Ming families want to join Markham and enroll their kids as incoming Markham students, they are more than welcome to do so! But don’t allow a totally different school take away our much needed space and resources.
Please help Yu Ming find an Oakland facility where they can continue the outstanding work and continue to be a valuable resource for our community!
Please help this good school find a facility for it's students. Thank you.

High school students do NOT belong on a Middle School campus. It's a safety issue.
