S.-2 21-0035 Approval by the Board of Education of a Long Term Ground Lease with Eagle Environmental Construction & Development (EECD) for Affordable and Workforce Housing at the Former Tilden Child Development Center, 4551 Steele Street, Oakland, CA, 94619-2743, a District surplus property.
My name is JaKari Bolden, I am a student at Cypress Mandela Training Center. Here in Oakland there is a huge discrepancy of positive minority representation in the professional community, which is critical for the youths development in being productive members of society. What Eagle Environmental/Construction/ Development is providing is not only revenue and opportunities to OUSD but a demonstration of for us by us.
Oakland continues to be an eye sore. Why must we live near and drive by abandoned public structures? Let’s view the long term benefits. Let’s bring revenue, jobs, affordable housing, and beautify our city. I’m disappointed that our city chooses to do nothing when there’s so much to be done.
My name is Alichai Cordova, I am seventeen years old. In May I graduated from Coliseum College Prep Academy. I was born and raised in Oakland, CA. but associate with the being Hispanic. Attended School here most of my life. Coming from a family of eight, college was not one of my preferred options. I am currently in Cypress Mandela training, it is a pre-apprenticeship program. I Alichai Cordova is here to support this lease in order to build Wealth in our community.
My name is Katie Ferrari and I am a teacher in District 5. I am reaching out with regards to the giveaway of public property on which you will be voting this evening. In the interest of current and future generations of Oakland children and education workers, I urge you to vote down the 75-year leases of Tilden CDC and Edward Shands.
Signing these leases for what amounts to chump change effectively ushers in further gentrification of our public properties at a time when resources are increasingly precious. On top of this, there has been zero community engagement on this matter in the 72 hours since you publicly posted notice of the vote. These developers will make MILLIONS on these properties, literally on the backs of the young people our district is supposed to be serving.
I would like a guarantee that there is affordable and workforce housing on this site (or other development that would directly benefit the ousd students and families) and evidence that the district has made an effort to get the best deal possible.
We often talk about keeping the black and brown dollar in the community; allowing that dollar to turnover and build wealth within our community. This a perfect opportunity to demonstrated this practice and hopefully create a culture of community wealth building.
OUSD is about to build a $50 million new building at Cole for admin purposes in part because we didn't have any properties in East Oakland where most students live, yet this Tilden and adjacent John Swett school could have been used for that purpose, close to 580, in East Oakland. Instead, you are planning to build housing with no guarantees that it will truly be affordable housing or affordable workforce housing and charging a lease rate of approximately 25% of a standard ground lease rate for Oakland for 75 years, essentially giving the land away. This is not smart and could lead to the displacement of more Oakland families.
Fred Turner
I support this proposal because it provides for cost/affordable housing for Oakland residents (particularly teachers). It further calls for mentoring/ on on one support for young black males which is desperately needed. One of the leader persons on this project is a native Oaklander with a strong commitment to making Oakland more affordable and better.
I am an OUSD teacher and community member. I am writing to let you know that you should not okay the 75 year leases for Tilden CDC and Edward Shands. Our students and community will NOT benefit from these deals. Please reconsider and think of the students and community, not some developer's pocketbook.
I oppose making this 75 year lease. There is no guarantee that it will provide affordable or workforce housing. I teach at Oakland International High School and our families have a hard time finding affordable housing. The school district can use its property to help our school community, not harm it with further gentrification.
Thank you OUSD Governing Board for the immediate award of this RFQ to the winning bidder and accomplished developer Eagle Environmental Construction & Development EEC+D.
The OUSD Governing Board selected EEC+D to develop the Shands and Tilden sites to provide affordable housing to our teachers and working poor who cannot afford the high cost of living in Oakland. In good faith, EEC+D agreed to the lease agreement modifications submitted to the Board prior to today’s meeting. EECD will reserve 50% of units for Oakland Unified School District workforce/educators, hire Oakland residents men and women of color and ensure non-profits participation in commercial space.
Our Oakland needs more affordable housing. This developer is ready to expedite construction. As an Oakland resident, I am hopeful that there will be no delays to ensure teachers and the working poor have affordable housing options combating the housing insecurity crises that persist throughout and beyond District 2.
I oppose the 75 year lease. There is no contract language guaranteeing that low cost/affordable housing will be built - the only thing that's required is an "effort" to reserve half of the housing for educators and workforce - that is not nearly enough of a benefit to the community to justify the deal the they're getting.
My name is Audrey Darnis and I live in District 1. I teach 4th grade in OUSD at Manzanita Community School. I am reaching out with regards to the giveaway of public property, which you are voting on this evening. I urge you to vote down the 75-year leases of Tilden CDC and Edward Shands. Signing these leases for an insignificant amount of monthly pay to OUSD allows for further gentrification of our school district's public property, at a time when our resources are becoming more and more scarce. The developers will make millions from this deal, while OUSD makes cents in comparison. Do you really want to contribute to gentrification and non-affordable private housing in Oakland? Keep this property for Oakland students, and for our children's future generations.
I sincerely hope you will make the right decision.
Please do not move forward with approving the use of OUSD property by private developers. It is an outrage that this has been put up for a vote with such short notice to the community and with zero engagement. There is nothing about this lease that benefits OUSD students or families. Please use the power you have been given by Oakland residents to help us ensure we use our resources to improve outcomes for students and families.
I am extremely opposed to this lease of school district property to a private developer for non-academic purposes. The Oakland community resoundingly rejected the policies of the old school board in this past election. It is unacceptable that the new board is up to similar shenanigans as the old board: the one that was disgraced by the Alameda County Grand Jury. Public land should be used for the public good, not private profit. SHAME on the Board President for putting this on the agenda for a vote without due process and community engagement!
I urge you to vote down the 75-year lease of Tilden CDC. Signing this lease will usher in further gentrification of our public property. Also, there has been NO community engagement on this matter in the 72 hours since you publicly posted notice of the vote. Finally, these developers will make MILLIONS on these properties when our young people need us to invest in them. Do the right thing and vote this down. Thank you.
It is outrageous to "lease" the land at these two sites for the pittances ($3,000 and $4,000 a month) with no increase over 75 years. This is effectively a gift to developers. The District claims it has to close schools to save money and then throws away a chance at a real revenue stream! We could reduce class size, increase classroom workers salaries and improve teacher retention if there were a reasonable amount charged, as well as building in the consumer price index inflation. This is utterly unacceptable.
75 year leases are the equivalent of gifts of our public resources. OUSD grants these leases with no guarantees that the housing built will be affordable (or raise the question of affordable to whom). The lease amount should at least increase over time, since the property value will increase and with the development the developer will make millions while OUSD will receive a minimal investment, especially considering inflation over 75 years.

As a public school teacher I strongly oppose this lease that gives next to nothing back to our students and families
I am appalled at how low the lease is.... it's pennies to the dollar!
