    In addition to the $20M for Air Quality and Thermal comfort that includes $8M for heat mitigation, Measure Y has $41M for deferred maintenance, $22M for energy efficiency and sustainability, and $10 M for living school yards. Has all of this money been allocated? Where does the public get a list of which projects/sites these funds have been allocated for? How does the public find out the amount spent to date?

    Preston Thomas has stated that he cannot afford to follow the board’s mandate in CEAR to replace gas boilers that have surpassed their usable life with electric heat pumps or equivalent. We know of at least one elementary school, Sequoia, where the gas boiler has caused gas leaks that have shut down parts of campus. Yet, there are $25 million dollars left unspent from Measure B and J. What are these dollars allocated for? How do you expect voters to approve additional bonds when these dollars remain after voters approved them 20 years ago, keeping entire generations of children in unsafe conditions?

    Over 50% of schools are rated as poor or deficient in the Facilities Master Plan. How do you all (CBOC, Board, and Staff) expect parents and community to support a future bond if you are not using money from this bond on heat mitigation, the most critical need across all schools?

    The public demands additional transparency:
    Why are we only talking about $8M for heat if they have unspent tens of millions from Measure B and J left over. Are those dollars currently allocated elsewhere or could they be allocated to heat mitigation?
    How much did the facilities master plan cost to produce?

    This report shows that there is over $186 Million of bond funds available today as of March reporting - $5 million from Measure B, $19.5 Million from Measure J, and $162 Million from Measure Y. This does not include the third draw of funds from Measure Y, which includes $365 Million more of unissued funds. How do you expect the community to support another bond measure when you have significant unspent funds, some that the community voted on in 2006? Why are Measure B and J dollars being held in reserve instead of being used to solve major health and safety issues at our schools? There are more than sufficient funds available to make a huge impact this summer implementing low-cost passive cooling improvements system wide, yet the Facilities Team only commits to acting in second story elementary classrooms. CBOC and Board, what do you have to say about this lack of urgency and accountability?
