O.-11 26-0222 Adoption by the Board of Education of Resolution No. 2526-0011 - Certification of Unhoused Pupils as Related to Charter School Applications for Facilities Funding.
I respectfully request that the district board approve and report to the state that the district has zero (0) unhoused pupils, confirming that the district is fully able to serve all students within its boundaries. This confirmation will allow Yu Ming and EBIA to move forward with their Prop. 2 state facilities application. This brings state dollars to Oakland and doesn't draw on district or local taxpayer resources. Prop. 2 avoids placing additional administrative demands on district staff, who would otherwise need to navigate the full Prop. 39 process, including assessments, negotiations, and ongoing compliance work. Yu Ming would not need to pursue a Prop. 39 district site for their facility if they receive a Prop. 2 award. And, EBIA would need to partner with the district and obtain additional approvals if they are awarded Prop. 2 funds to improve a district site. This is simply for the application stage.
