I respectfully urge the Board to immediately rescind proposed TSA and CSM cuts at all Title 1 schools to uphold the district’s commitment to equity. At Sequoia, 46% of our 465 student body – approximately 214 children – are unduplicated pupils. Sequoia’s high and growing enrollment means we serve more unduplicated students in 46% of our student body than at least nine other elementary schools serve in their TOTAL student body. Under the proposed 2026-27 staffing plan, Sequoia will serve approximately 14 students per staff member, compared to approximately 7 students per staff member at those 9 schools. The proposed school site funding profile shows that those same 9 elementary schools receive 300% to 400% more per-pupil funding than Sequoia receives. This disparity raises a critical question: How can Sequoia close achievement gaps for unduplicated students while operating with 50% staffing and only 25% to 33% of the per-student funding?

I respectfully oppose cuts to the TSA & CSM positions from OUSD schools. These are frontline roles that work directly with students, families, the principal & staff to ensure a safe & supportive environment. We can not expect our students to recover from pandemic learning lose with less site resources - please try to squeeze the central offices to balance the budget - school personnel is already too lean in numbers per student.

Every school needs a TSA and a CSM to coordinate services and to support site teams. Schools cannot succeed without their critical services.

I respectfully urge the Board to rescind the proposed TSA and CSM cuts at Title 1 schools. These cuts directly contradict the district's stated commitment to equity.
Consider Sequoia: 46% of our 465 students—roughly 214 children—are unduplicated pupils. Our high enrollment means we serve more unduplicated students than at least nine other elementary schools serve in their entire student bodies. Yet under the proposed staffing plan, Sequoia will have one staff member for every 14 students, while those nine schools will have one for every 7. The funding disparity is even starker: those schools receive 300% to 400% more per-pupil funding than Sequoia.
The proposed cuts raise a vital question: how can a school like Sequoia can close achievement gaps for unduplicated students with half the staffing and a quarter of the funding?

TSA & CSM positions are vital for ALL of OUSD elementary schools -- from the district's Title 1 schools to schools like Peralta, where our TSA and CSM have been vital to our school's ongoing improvements in quality for all students (across all key demographics) as well as Peralta's positive enrollment. The Board's stabilization plan promises equity and also relies importantly on ongoing increases in enrollment -- neither can be achieved without these vital positions. I urge the Board to preserve and institutionalize funding for TSA & CSM positions given these roles are essential for school principals that can serve students effectively. Maintaining TSAs & CSMs should be the backbone of a student-centered stabilization plan for any school in OUSD. I respectfully urge the Board to protect TSA & CSM positions while upholding the district's commitment to fairness & equity as it navigates financial stabilization.

I am writing because I have been a long time parent/guardian at Peralta Elementary School. I believe strongly that the CSM and the TSA that are there have made it a significantly stronger and better run campus. The school has grown and blossomed under the incredibly hard work they put in. We would be impossible as a community to make up for the work that they do to make our school what it is. I feel confident that other schools in the district also strongly need their TSA and CSM. Please don’t cut them!
