O.-59 25-2578 Adoption by the Board of Education of Resolution No. 2526-0185 - Denying Approval of Proposition 2 Charter School Facilities Program Application of East Bay Innovation Academy for both new construction and rehabilitation projects at 3400 Malcolm Avenue in Oakland.

    I am writing to oppose the denial of the Proposition 2 application for East Bay Innovation Academy at 3400 Malcolm Avenue. This application would allow EBIA to apply for state financing to rehabilitate the aging campus, build new classrooms and STEM labs, and bring the site up to code—all at no cost to the district. My only request at this time is for approval of our application. We would come back to the Board of Education to discuss the proposal and facility use agreement should our application be approved.

    We believe this is a win for OUSD - gaining a revitalized campus and ongoing lease revenue—without new facilities spending during a budget deficit.

    I respectfully request that the board consider approval of our application, knowing that we have time to engage in further conversation with respect to long-term facilities planning with the staff at OUSD.

    We are deeply committed to Oakland and to our students’ success, and we look forward to continuing this partnership.

    I am commenting to bring your attention to the critical position we find ourselves in regarding Prop 2. This type of funding hasn’t been available for 7 years, applications are coming due and earlier submissions receive priority. At this time, two strong charter schools have submitted notice to the district: East Bay Innovation Academy and Yu Ming Charter School. . I respectfully ask the board to move forward on these applications and oppose the denial. If these schools receive an award, the district can take more time to consider the individual Facilities Use Agreements needed. I am happy to talk with any board members or staff individually or as a group about this. Thank you for all your efforts to help us ensure that every student in Oakland is housed in a safe, high-quality home.
