O.-20 25-2371 Approval by the Board of Education of a Services Agreement 2025-2026 by and between the District and Oakland Public Education Fund, Oakland, CA, for the latter to support health and wellness at school sites by providing stipends to high school students who are a part of the Student Health Advisory Council, as well as site-based Liaisons providing safe spaces and programming for students, via Community Schools and Student Services Department, for the period of October 1, 2025 through June 30, 2026, in an amount not to exceed $15,000.00.

    I have several concerns about this agreement. First, the justification that OUSD has no means of processing the stipends is simply not correct: OUSD regularly processes stipends for workability for other students. Second, it is unclear whether the contract includes the stipend amount itself as the terms "process," "provide," and "distribute" are all used at various times. Third, with the two agreements regarding stipends in this consent report, around $800,000.00 in stipends will have been agreed to be handled through OPEF since January, 2025. Surely it is time to consider whether this arrangement is best for the district.
