    I hope that OUSD will take a more global mindset with respect to the facilities it already owns, especially those that are in areas with early childhood waiting lists, some of which were constructed with very young children in mind. One example is the Piedmont CDC which, when I toured it several years ago during the 7-11 process, appeared to be in very good shape. At the time, the district did not disclose the long waiting lists at Emerson CDC, under a mile away, and now the Piedmont Ave CDC has sat empty--with the library reneging on its plans which were never realistic. Another could be charter school space leased under Prop 39: if the district has a need, the district should be reclaiming the appropriate properties. Another could be properties in districts *adjacent* to those with current demand. Please don't build more until you use and upgrade what you have!

    While it's important to think about expanding enrollment, we also need to consider the facilities upgrades needed for a quality early childhood program. Some TK classrooms are in small spaces without a restroom inside the classroom. CDE recommends a minimum of 1,350 square feet per classroom (including restrooms and storage), and have an age-appropriate play yard enough space for new construction. These requirements allow for enough space for 20-24 students, the additional personnel, and create a calmer environment by creating more space between designated busy and quiet zones within the classroom. It seems like the proposed plan is expanding access in high demand areas, which often tend to be in zip codes with a higher socioeconomic status. The demand rate is calculated the number of applications in the first enrollment window; this may not be an accurate way to represent the diversity in OUSD> We need to think about equity by upgrading facilities in flatland schools too.
