Please read the above site to support investigating and terminating the OUSD employee Mr Donnie Barclift, Field Supervisor, Nutrition Services who lives in Stockton, CA. He relocated from San Bernardino County to Stockton and received employment at OUSD. Contrary to his public article stating he was from North Carolina. In the '80s he severely beat two 11 year old white males with a 2x4 wood beam. After employed at OUSD he upload videos to his personal youtube channel of adult black males assaulting each other with a 2x4 wood beam. This man had zero tertiary education or interest in it before employment at OUSD. This is a fact. His interest to get employed at DOE is malicious and revenge motivated. He was reported to The Ombudsperson but he only protected Mr Barclift. I ask the public to investigate the origins of Mr Barclift's employment particularly to links to any organized crime syndicate.

As on OUSD parent I have witnessed at 2 different schools (Melrose Leadership Academy and Sequioa Elementary) with completely dysfunctional waste sorting systems. Everything is being sent to the landfill, despite signage. Recycling is state law; composting is now law as well, and our schools need to be in compliance. This is low hanging fruit that the district can achieve and have a huge impact on its carbon footprint. The Board has passed a climate literacy resolution and climate emergency action resolution, and yet the bare minimum of reducing and sorting waste is not happening. Every school needs a paid position that is responsible for ensuring compliance. It also needs to prioritize this culturally, reward schools for waste reduction and sorting, and require training of students, custodians and teachers. In addition, OUSD is supposed to achieve 100% clean energy by 2030. Solar panels can save districts thousands to millions of dollars, which can be reinvested in the schools.

In addition to supporting the ventilation and plumbing improvements, I'm writing to ask the board to carry out what was promised in the Climate Emergency Action Resolution (CEAR) passed by the Board in 2020. The stated goal was to become a carbon neutral district (100% clean electricity by 2030 and off of fossil fuels for gas and transport by 2040). In addition a district task force of all department heads was to be established to create an anti-racist, holisitic sustainability plan for the entire district by this October, 2022. Can you please update the public as to where establishing and implementing a comprehensive climate justice education policy stands?

The Oakland School Board passed a Climate Emergency Action Resolution in 2020, as I am hoping you are all aware. The Resolution states the many harms to OUSD students and the urgency to which they must be addressed. I have been a member of the Sustainability Advisory Board for the last year, which was established to advise the Board on its development of a Climate Action and Sustainability Board Policy by October of this year. Membership of this dedicated volunteer group has dropped from 50 in 2020 to 10 people on a good night. This is not surprising considering we have not seen any movement from the Board on implementing the resolution, have received no communication from the Board, and have received little to no guidance as a council on how to move this Policy forward. I would like to know how and when the Board plans on prioritizing this Resolution and being accountable. It should be in the Board's work plan. If you are going to call something an emergency, please treat it like one.

What will it take to get the Board to start engaging on discussion on the safety of our schools and whether the dismantling of police forces on OUSD campuses will lead to the unspeakable? As cities across the country including Oakland, reel from uptick in violence- there is a good amount of analysis being done that questions whether the "defund the police" movement went too far. Don't wait till it's too late - start talking about this now. Are our schools safe? Have you done enough to replace any of the safety that police officers did bring to the schools? What does OUSD have in place to respond FAST to situations like todays? Talk about it now. Be self critical. These are our kids who are at these campuses every day.

As a member of the SAC and parent of children in OUSD, I support the approval of CALSHAPE Plumbing and Ventilation grants. Improvements to air filtration systems in schools and actively providing the information needed to control CO2 concentration of indoor air will improve the health and cognitive function of students, as found in studies conducted by the Harvard School of Public Health sited below. Plumbing system improvements will provide measurable benefit to reducing water consumption, energy consumption (reduced domestic hot water use) and provide associated cost benefits. Please consider approving these facility improvements.

On behalf of SAC, we are in favor of the boards’ approval for the CALSHAPE Plumbing and Ventilation grants because these grants align with the Climate Emergency Action Resolution and Climate Action and Sustainability Policy.
The Sustainability Advisory Council (SAC) invites you to attend our next meeting on Wednesday, October 19, 2022 from 6:30pm - 8:00pm. We appreciate your support.
