    I hope the Board will consider expanding eComment in two ways. I think eComment has been a useful tool that can yet be more useful: 1) increasing the current 1000 character limit to 1500. Many members of the public will still leave shorter comments, but those with more extensive input will spare the Board separate emails. 2) Make the eComments part of the minutes: when I last checked, they were not accessible after the meeting, and I think they should be visible as oral comments can be heard as part of the video.

    I would also like to see more opportunity for back and forth public discussion in committee meetings. I believe it would attract more participation in the committee meetings and would serve the Board's intent of honing proposals in those meetings before they come to the full Board.

    I am glad to see a discussion of how to shorten board meetings and make them more efficient. I'm concerned, however, at Protocol 13: "Prior disagreements on decisions will be deemed to be closed after action is taken." This can be interpreted to stifle further consideration of actions at future Board meetings. Board members should be able to reintroduce modifications or reversals of prior votes. Also, I'd suggest an additional protocol: Board members, especially the President, should understand and use Robert's Rules of Order with full fidelity; there's a lot of wasted time when the President frequently confers with the Parliamentarian on simple parliamentary matters.
