S.-3 21-0036 Approval by the Board of Education of a Long Term Ground Lease with Eagle Environmental Construction & Development (EECD) for Affordable and Workforce Housing, Workforce Development Training Opportunities and Black Cultural Zone Programming at the Former Edward Shands Adult Education Center, located at 2455 Church St, Oakland 94605, a District surplus property.
This is a giveaway of public property, during a pandemic, at the last board meeting of the year, via zoom.
These are projects initiated by the former school board. The community only received 72 hours notice that these leases will be up for a final vote.
One property only received one bid and for the other property the board did not select the highest bidder.
The developer will likely make hundreds of millions from these leases while OUSD will receive pennies on the dollar and the community will receive little to no benefit.
We’ve lost the Warriors, Raiders have plenty of homeless, lotsa of crime, depressed areas in need of repair and beautification, why do we just keep sitting on this property instead of providing affordable housing for our teachers.
As a resident of Oakland for over 35 years and a homeowner in District 7 for 20 years the need for affordable housing and programing for the Black community is glaringly evident. Edward Shands was an African American educator and it is a disgrace to his name and legacy that the building that housed the Adult school is blighted and been shut down for 9 years. The proposed projects will enhance this disinvested neighborhood while focusing on holding space for the Black community. Please approve this project.
I am an Oakland native, homeowner, parent of OUSD, and former OUSD educator who wants to see public land used for public good, not private interest. Please invest in the community.

I write to you as an OUSD alumni, parent, and tax payer to voice my explicit opposition to OUSD longterm leases of Edward Shands and Tilden CDC. 75 years is a long time for this developer to make millions of dollars while paying very little.
Oakland students need you to act in their best interest, and this is not it. The only one winning in this agreement is the developer. Mismanagement has gotten OUSD is dire situations before, do not sell our students short.
The less than 72 hour public notice is dubious. If you vote to accept this lease, the value you place on that land says a lot about how you feel about our students. Do not undervalue the children of Oakland.
OUSD cannot give away public land, and then turn around and ask taxpayers to support yet another ballot measure. Not a nickle more.
You are charged with educating our leaders of tomorrow. There is only one right answer, protect OUSD assets on behalf of Oakland students. Value and invest in them.
I am a 26 year resident of the city of Oakland and have driven by these unused cites for many years. So let's take a look at one of the oppositions. We have blighted property in Oakland that has sat vacant for many years and is a risk to the community. That needs environmental cleanup. It has to be environmentally remediated in the process which provides a negative land value for the land. NO DEVELOPER will take that project on unless the land first is cleaned up. We have a developer that is Green Bond certified and has a track record of dealing with Environmental cleanup. His company takes on a risk to A. Cleanup the property. B. Develop the property and provide Workforce Housing to the site. Eagle Environmental Construction is taking on the risk to get the property cleaned per Federal Standards. Then provide workforce housing to the city workers in Oakland. Let's calculate the net good in housing for our educators, tax revenue to the city and jobs for the local community.
I’ve been driving by these properties for years, finally we have an opportunity to to do something positive with the properties. Let’s do it, we can relook at doing something different at the end of the lease.
I highly support Proposed Agreement set forth by Eagle Environmental Construction. The agreement establishes fundamental support of all interests of the OUSD community as a whole, including the employees.
Reasons to support the Edward Shands proposed development and lease opportunities: 1) revenue generation for the OUSD to help support the general budget and offers critical housing during a housing crisis; 2) will reduce one more large blighted property from the community with environmental hazardous issues that persist. This property contributes to homeless encampments and illegal dumping around it; 3) a community benefit that offers affordable options to non-profits and other community based organizations to help support OUSD's students and parents with critical services not currently available in the area; 4) an opportunity for OUSD to actively support equity under it's the small local diversity supplier program. Eagle Environmental / Construction / Development is a local minority firm that has a history of hiring from local communities, especially those who are underserved and at-risk; 5) employment opportunities for OUSD graduates currently in training at Cypress Mandela.
I am a 40 year resident of Oakland who has watched the negative impacts of Prop 13 on Oakland public schools. While we work to reverse the that 1978 proposition, we must do what we can to stop whatever harm we can. This 75 year lease is harm that can be stopped. Public land must be used for public good and this is not it. The amount to be paid to OUSD by private developers is nowhere near equivalent to the value they would be receiving. The talking point of it will bring workforce housing is a sham as there is no guarantee in the agreement that workforce housing will happen. Please vote no!
There is no way to appropriately estimate the need of OUSD students for land and facilities 75 years into the future. Public land should be protected to serve a public good. The fees being proposed in this proposal are abysmally low and represent an almost give-away to a private developer. It makes me sad.

I thought this was approved last year, so why are we still in discussion. Please approve this new development.
