V.-43 21-0193 Approval by the Board of Education of a Fiscal Sponsorship Agreement between the District and the Oakland Public Education Fund ("OPEF") under which the latter agrees to establish restricted funds, as necessary, on its books to receive and grant or spend donations of cash and other property for the support of OUSD and its students, subject to the discretion and control of OPEF's Board, from January 28, 2021 through June 30, 2025.
I had had the impression that OUSD had a goal of receiving and administering grants directly, and I've been pleased to see a number of those over the years. I support that concept. How does the proposed agreement compare to the last agreement with OPEF? How does it bear on the goal for OUSD to receive and administer grants directly? I oppose the agreement with OPEF until these questions are answered.
We should not be paying out 10% plus unusual fees, compliance costs, employee orientation fees and additional fees charged (and no need for board approval) to the Ed Fund. OUSD can hire a grant manager and do this work internally for far less that what we pay to Ed Fund. At the very least, you should limit this contract to one year and then do a good faith investigation into alternatives to ensure we are maximizing the dollars going directly to students. Grants to OUSD should not be managed by OPEF with final approval by a private board, instead of this publicly accountable board.
