On all real property matters, the contract should be of financial benefit to OUSD so that it can use the resources generated to better support its students in OUSD district schools. With respect to Acheive's desire for a lease of the facility, any term longer than a year should be at a rate higher than the Prop 39 rate in consideration of the stablity the district would be providing for the school.
