P.-26 20-1769 Adoption by the Board of Education, of Amendment(s), Board Policy - Philosophy - BP 0420.4 - Charter Schools, conforming Policy to statutory changes effective July 1, 2020.
CCSA recognizes that the District needed to update BP 0420.4 in order to bring it into alignment with changes in the law following the passage of AB 1505. However, we remain frustrated that these proposed changes were drafted without engagement of charter leaders, and that the only public discussion concerning these updates happened at 8am on 9/8, the morning after a three-day holiday weekend. Furthermore, the proposed policy still includes numerous legally indefensible requirements that create unnecessary burdens for charter schools, such as setting a restrictive submission window and arbitrarily dismissing older signatures of support. CCSA would like to encourage another review of these policies before they are adopted, and further encourages the board to direct staff to collaborate with charter leaders and community stakeholders to ensure development of fair and reasonable policies going forward.
