Good Evening School Board Directors: I encourage you to vote on the approval of these amendments presented. The amendments will establish diligence, strengthen accountability, and reignite trust by the community. By taking extra steps to process information, the school district will gain accountability and transparency. The school district carries a narrative where three bond measures (~$900 million dollars) had been partially misappropriated to non-bond projects, hindered by delayed schedules, and record on wasteful spending due to rushed decisions. This history, in alignment to community distrust, places the necessity to strengthen the internal controls needed to monitor the process in decision-making. More so now in the eve of a future bond request for $750 million for additional projects. The board is a rotating body that has proven time and again that Directors need a neutral vetting process on information and a body to demand it from its sources. Vote Yes!!!
As a parent at Greenleaf Elementary School and a leader at East Bay Faith In Action, I’m deeply concerned about my child's education and the education of all students in OUSD, especially African American students. From my experience, I know that African American students are not treated fairly. All we have to do is look at the graduation rates and the suspension rates to know that is true. We need to be able to work with you to fix this. But we can't work together without trust. All our kids deserve to go to school in clean modern and decent school buildings. When I think about the schools that were promised help under Measure J and didn't get it, it makes me ask, Why are we working with the District? They can't be trusted to do what they say. You can help restore the community's trust in you by approving these changes to the by-laws, so the Citizen's Bond Oversight Committee can at least offer recommendations about major changes in Bond construction projects. I hope you will.
My name is Andre Spearman, a D-5 resident and a member of Faith in Action EastBay and a member of the Bond Over-site Committee. I rise in support of this critical amendment to build trust among Oakland voters. It is critical that the committee exercise more advisory responsibilites in regards to monitoring expenditure of critical funds that were approved for specific projects. This change is a critical step in regaining the support of our community. It is also supported by residents who entrust the district with fiduciary responsibilities. I urge all of the Board of Trustee to vote in favor of this amendment and greater transparency. Thank you.
