I would like all members of the PSAC to be aware that OUSD has not responded in any meaningful way to my inquiries, beginning in January, about the proposed new state funding formula for Special Education. My vision was that community, families and district could advocate together for a more equitable funding formula for OUSD and similarly situated districts where the presence of a large number of charter schools effectively skews the indistrict percentage of Students with Disabilities, and especially higher cost SpEd educational services, higher. So far, I have been inquiring through the Chief Academic Officer and the Chair of the Board Budget and Finance Committee, as well as raising the issue at the last online Board Meeting. This issue will persist beyond the current crisis and the lack of response, well before the school closures, is an example of the Board and District failing to collaborate with community (CAC in this case). Sincerely, Carol Delton
