In reviewing the Master Plan presentation I am in support of Scenario #1, the capital program project priorities list that most directly addresses taking care of kids learning environments first. Collobrative strategic planning to formulate a new bond project list for a November ballot measure that Oakland voters can support needs to happen.
Before considering what portion of any new bond measure dollars should be allocated for housing central administration staff; the district should explore identifying underutilized or closed school sites to do basic build out improvements to accommodate staff for the next 5 - 10 years. The District should continue to work on restructuring; identifying uses of existing properties; working through consolidations, property leases and/or sale of property prior to putting forth the option of a major new building space for OUSD administration.
