I have two strands of comments. First, where are SpEd students on your list? SpEd student placement should come first.

Second, I don't believe there is as bright a distinction between "Neighborhood" and "Choice" schools as OUSD's policies seem to make. My experience for my own family and others is that logistics play a big role, not just walking distance from the home, but commute to work (how can I get to my sick kid quickly?) availability of before/aftercare (on campus or with extended family in the neighborhood) and stability (will the board be closing this school before my child/ren graduate?).

I think it is worth thinking about how OUSD has made what other districts would term programs into separate schools and what impact that has had on this issue. When it was time for high school, my daughter (who has a learning disability that slows her reading) wanted to walk to school and not spend time on the bus that she needed to spend on homework.
