The opportunity ticket is a cheap band-aid at best. The numbers estimated to be available through attrition are in the single digits except for Kinder. Given that hundreds of students are expected to be displaced and the extremely limited number of quality schools in Oakland, this does not go far enough in addressing the needs of the displaced communities.
