I can't even believe this is an issue, greater accountability and local control have been what you have been talking about, 6006 requires it. We can already see that three schools in the past 2 years have appealed your decision to shutter/not open, thereby thwarting your "citywide plan" to decide where schools are needed. The "charter partners" you all want so badly to work with only want to work with you when u are offering common enrollment & cheap facilities. Strong charter law benefits kids
