Defining Key Goals:
• “Improve student retention during the transition from elementary to middle school”
This goal shall refer to any effort to secure and sustain enrollment of elementary students in a middle school program.
This is crazy. Oakland taxpayers are paying for charter middle schools to recruit from District elementary schools. District enrollment loss is mostly to charters. School Board that can't shoot straight.
