It's difficult to support this "rules of engagement" when the process for the Hillcrest Kitchen Expansion was conducted "behind closed doors" without sufficiently reaching out to the community with which the school is a part. The meetings were highly controlled (only 1 minute to speak) and never provided sufficient notice to the community. The prior OUSD Superintendent should have recused himself since his daughter attended the school.
