School Board does not conduct its meeting in compliance with Brown Act and School Board Bylaw 9323 "The Board president shall conduct Board meetings in accordance with law, Board bylaws and its parliamentary authority which shall enable the Board to efficiently consider issues and carry out the will of the majority." The Board President doesn't follow "parliamentary authority" in conduct of its meetings. Nor has Superintendent fulfilled his duty to appoint parliamentarian (BB 9123).
