    Board Bylaw 9322 proscribes rules for the Board's agenda and therefore is in conflict with the Board's attempt to legislate. Bylaws under Robert's Rules trump Board Resolutions and this resolution was therefore out of order. The Board should not take up modification of this resolution because it has been a subject out of order from the beginning. If the Board had a parliamentarian this conflict might have been noted from the beginning.
