15-1864 Public Hearing - The Board of Education will hold a public hearing to review and consider the Initial Study / Mitigated Negative Declaration prepared for the Central Kitchen, Instructional Farm and Education Center Project, as required by the California Environmental Quality Act ("CEQA") Statutes and Guidelines and to respond to comments on the Initial Study / Mitigated Negative Declaration, if any, and Adoption by the Board of Education of Resolution No. 1516-0020 -- Adoption of the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and Approval of the Central Kitchen, Instructional Farm and Education Center Project.

    I'm a parent of a child at Montclair Elem. I've been very actively involved in the opening of our new cooking kitchen where we went from selling about 60 lunches a day to now over 200 because the food is so much better now that it's fresh and less of it is pre-packaged. I strongly believe that every child in our district deserves better quality food, prepared fresh and not heated in plastic. This new central kitchen will help make a huge difference in the nutrition for all students in OUSD.

    1) There's been no community outreach in the planning process of this project before Jan. 31, 2015, despite contracts and decisions on this project as far back as 2010. OUSD did not say anything to the community between 2010 - 2015. OUSD documentation states OUSD will reach out to the community, but they never did.
    2) There was no Resolution for an Advisory Committee (Community Engagement Advisory Committee), thus OUSD billings or meetings were unauthorized. All violations of Brown Act.
